It will work, but it is always a better idea to be consistent. There re fixes between SP 9 and SP 13 which may crop up if you use the SP 9. E.g.; you're risking that one day the customer will come back saying they are getting error XYZ and you will not be able to repro - possibly forgetting they are on a different SP, etc., etc. In other words, you're just asking for headaches...
I would also recommend updating everything - your dev as well as any client installs to SP 14. SP 13 was probably the weakest SP that was ever released for CRVS...
