Can you please explain your requirement first? I am not clear about your requirement.
What you have mentioned is the solution approach you are trying.
I think you create a custom time type and ask your ABAPer to enter the value using custom operation in the time type.
You can then read the time type to carry out further processing.
What are you trying to do in the above PCR? I didn't understand it.
